Is it possible to make your own custom map from scratch with modeling or something like that, and if so how what program, etc. thanks

No. Not for halo2...atleast not yet.

man i have some pimp ass ideas for my own map too... and i was going to try and remake a halo 3 map

Halo2 Vista supports BSP creation. And somewhat soon here, we should have H2V to H2X conversions...(H2X= Halo2 Xbox). So, either way, you won't miss out really lol
