The Reason (I Think) Is That The Scarab Does Not Acctualy Count As A Vehicle.
It's Guns And It Are Seprate Things. The Gun Is In The Scarab And Is Fired By... I Don't Know Who.
(Like The Floating Assault Rifles In Halo 1)
