HEK Command Prompt

I downloaded all the HEK video Tutorials on this site and i can follow them all great untill i get to the part where you save your map as a .jms and then you have to do something with the command prompt and "tool". I can hear that he says something about halo CE Root folder but i don't exactly know where that is. I have my map all made and i just need someone to explaine the whole command prompt thing that me....thanks.
