tool error

ok im trying to compile my scenario and in tool i do

tool structure levels\mapname jms_name

and it just says
could not read map file './toolbeta.map'
usage: tool verb <options..>
structure scenario-directory bsp-name

does anybody know whats wrong

and im very new to ce i was just tryingt o make this cause im bored
