Probably has to do with your firewall.

i can help

Okay i had the same problem, i am on a wireless lan though. if you are here is what you need to do. halo uses port 2302 so you need to open thast port. to do that, go to start>run type cmd then in the dos box type ipconfig okay were done with that part. now look at the default gateway address. mine is
192.168.1.1 now if yours is the same, copy and past it into your internet browser. then when the log in screen comes up, type in "admin" ( without the quotes ) for both the username and the password. now if your using linksys, go to gaming and apps. and there you can do port forwarding. okay now if your router makes you do a forward range like mine, type halo in for the application. then type 2300 in the first port box, and 2305 in the next. then keep it as both type of ports open, then go back to your dos prompt to find out your ip address. *make sure u use the very first one* it should be something like 192.168.1.xxx the last 3 numbers are what you need. type those into the box next to you ip address numbers. then finally, check the box on the right that says open port or something like that, and click save settings at the bottem. now your done! open halo and set up your server, get a friend to join right away to make sure it worked for you and u did everything right. if you need more help, or anyone else needs help, im me on my msn address. its [email protected] or i guess you could just e-mail me. haha well i hope that works.

oh the port type is tcp. but put both open ( it will open for tcp and udp )
