First of all, its not ~console its -console. After that you open Halo and start playing. When you want to ban someone, you push the ~ button and the word console will appear in purple on the bottom left of your screen. This is where you type commands. The command for ban is sv_ban "playername" and for kick sv_kick "playername".
Baniing players in halo PC
Here's a more detailed howto on banning in Halo PC.
You have to be host, so....
1. right click your halo icon on the desktop copy it,
right click an empty bit of your desktop, select paste
rename your new halo icon copy as Halo Host
2. right click the halo host icon and select properties, go to the far right end of the Target line and after the last " add -console.
IMPORTANT: there needs to be one space between the " and the - , but -console is one word, no spaces.
SAVE IT - JOB DONE!
NOW....
When you host a game, use the new halo host icon on your desktop to start halo. During the game press the tilde key ( ~ ) its above the tab key. this will activate the host console.
Type SV_players for a list of players currently logged on to your game. The players names also have numbers next to them, in case the name has special characters in it.
EXAMPLE: You press tilde key and then you type SV_players and see that player TKnumbnuts is number 5 on the list.
Then you type SV_ban 5 ,press return and he is history.

UNbanning in Halo PC
If you regret banning someone, you might like to know how to UNBAN them....
(YOU MUST BE THE HOST AND START HALO WITH THE -console SETTING TO DO THIS - SEE HOW TO BAN.)
Firstly, there are two basic types of ban.
1. The autoban. This is ban is triggered automatically (er, hence the name) by Halo online once a player TK's a set number of team mates within a set period of time.
IF you want to change the autoban default settings, run your halo host icon (see my "how to ban" posting) start your online game, press the tilde key (~) and then press tab for a list of available options. I'm not going into all of them, there's too many for this posting.
2. The host ban. This is also changeable, but is normally set to indefinite by default.
To remove a players ban....
run your halo host icon. Start your online game, press the tilde key and type sv_banlist
This gives you a list of all players you have banned from your world. As usual the players names also have numbers in front of them....
E.G. 1 TKidiot
To unban TKidiot type sv_unban 1
Congrats, Banning - Unbanning NOW YOU RULE WITH AN IRON FIST! Muuahahahaa!

Thats a good tip!
I have my TK autoban trip level set a little higher then 4, but not as high as 999. I'm not so good at keeping track of the TK'ers during a firefight, unless someone starts screaming for a ban.
Occasionally someone will be dunbass enough to deliberately TK the host (thats me), strangely enough this seems to drop that persons TK ban level to 1 immediately
