Why isn't the skin in PPf format or any format whatsoever? It's an exe or what? I can't use it! Can you please upload it in the form of a ppf?

Just apply '.ppf' to the file, as Ice Link said.

i rember I found a halo website on google and the person on there had made a skin that looked just like this. I rember everyone said that it looked like a oily master chief.

Sorry, i can't figure out for the life of me how to download this. To be honest, I'm new to modding and "to install apply patch in ppfomatic to bitmaps.map" really wasn't enough info... no offence but I'll definately check it out if you provide a more thorough explaination on how to download this.
