Im not sure if this has been posted but Paint .NET can edit DDS files
This program is free.
Ive been useing it but never posted. It never crossed my mind.

I like paint.net, but when looking for a good skinning program I would lean towards gimp. Some of the features in Photoshop that are extremely helpful are not in paint.net, but in gimp. Like adding a alpha channel. The layer style like in photoshop paint.net does not have these. This is the big turn off. If your not messing with alpha, than it is a great program. I would suggest using paint.net and gimp.
