I'd say its possible...But that shot there doesn't look right.
For one it'd have to be instantly placed without inertia else it'd fall...
Second the balancing of the hammer seems a bit off...
If the ruler was a bit more on the table too...Coz the weight would still probably push it off..

If I was extremly bored, I'd try this myself.

If the center of mass of the hammer and the ruler was under the table slightely and the Momento of inertia was equal to zero it would work just fine.
Most likely That hammer has a fiberglass handle. I don't think a wood handle would work it would shift the center of mass to far to the right.

entirely possible, the head of the hammer brings center of gravity far to the left (throw a hammer up in the air spinning and you'll see) and the string is acting like a fulcrum, making the hammer pull down in the right direction.
