Do you think my computer will be able to handle "elder scrolls IV" with decent frame rates?
I have a Athlon 64 3700+ Processor, 1 GB of ram, a 200 GB SATA hard drive, and a lame Radeon Xpress 200 graphics card.
(I'm holding out on graphics cards until directX10 comes out)

your gonna need an insane pc to run elder scrolls IV: oblivion at full with no problems. that game is beast. go to their site, it'll have the required and suggested specs there.

I have the ATI Radeon Express 200, 1 GB of ram, AMD Athlon X2, But I get a slow framerate on Oblivion in some areas, because of the Intergrated ATI Radeon Express 200. EDIT: You can still play the game if you don't have the recommended specs.

unless you have 4 gigs of ram and dual Athlon 64 (i wish)
