kinda relative to my biped thread....
If you were going to create your own biped, could you put cloths on it. Can you simulate cloth in Halo...
I doubt it, but I'm guessing I could just model on a drape, and animate it. But would this be overkill for halo?

ryan, I am liking where you are taking this, the flag tag is very poor. and does not have any collision model to speak of, that would mean you would need to make up a new tag.

...with a ripple material effect. That would be cool, but I don't think its possible for a flag to have collision, unless you can code the sauce for it.
A hat would be easy. Armor sections would work the same, but you'd need more markers to attach parts to. Cloth, I think that would need IKs, for the multiple attaching of one skin rigged object, and I don't know if that's possible, or how to set up the IKs, or if I'm even saying this right. But the cloth would need to warp to the movements of the biped, so either something with IKs that will work with additional markers on the biped, or build the cloth into the biped's gbxmodel, possibly having to rebuild it all with additional nodes for the cloth's animation
