adding water to your map

Im trying to add water to my map, when I get to sapien and set the fog up it does not show show up. Ive double checked that I have "$" in my material name. I am using deathisland water.fog for the fog.

The other thing is when I shoot the water nothing happens. And there is no sound for the water, how do you do that?
