I've made a turret and made all of the tags including the .vehicle, .gbxmodel, .model_animations, .weapon, .bitmap, and .shader model for it. So, how do I actually get it in game?

I followed a tut on making a custom turret (from scratch), and so whats the next step to getting it in game after making the tags because the tut wouldn't tell me. Am I suposed to use sapien for it or HHT or what?

Get HEK+, open Bloodgulch in it, and extract all the tags. (make sure overwrite is off for best results)

Isn't Hek+ just a combination of things like Tool++ and stuff?

No. HEK+ is a program for extracting tags from compiled maps.
