Auto map download?

My question was does the game not send out a flag which an outside application could pick up on when a H:CE map is not found in the maps directory? Would it not be possible to make an application to pick up on the lack of a map and download it from an online repository and add it to your maps folder. Most games like Wolfenstein or similar have an auto download feature which Halo is lacking. Any thoughts? Also I was wonder why when Halo 1 xbox went to Halo 2 xbox the modding community moved with it. However, when HPC/H:CEPC went to H2PC seems like everyone stayed with the former.
