FOG - is it possible to confine it?

I want to create a lake in my map, but there is a problem: everything under the surface of the lake is covered with the fog
, for example the outside of the level and the tunnels which go underground.
I have tried to limit the fog in a cluster but it is not working.... I have read the tutorials and the forum messages.

People tried experimenting with portals to contain the fog to one area and allow other fog planes to be defined, but nothing worked.
