ok im going to tell you how to do it for pc but at the hmt use a ce level.
ok you need paintsho pro or paint, halo map tools, dds plugin or convin (can be found in the files forum), and the halo map converter

ok... first if you want halo ce put the halo map converter in the plugins folder of the hmt (halo map tools) folder. then go in your root directory and find your halo ce map that you want your skin for. (this doesnt matter because it automaticly does this for every level). but first back up all your files!. then with the hmt go to bitmaps and scroll down to vehicles and chose the vehicle you want to make a skin of bitmap so it looks like vehicles\"your vehicle"\bitmaps. then open it and on the right hit save texture. its a good idea to save it twice in two different folders so one is a back up. then if your using paint like me then open convin and navigate through to find your dds file on the left side that you saved with hmt. then select bitmaps in the middle bottom and then on the right side navigate to where you want the bitmap to be saved. then hit the big button in the middle bottom. then open paint and open the bitmap file then edit it. if you are using paintshop pro just put the dds plugin into your plugins folder. then open the dds and make your skin. then after you make your skin and save it open convin and select your paint file and at the middle bottom this time select dds and on the right select where you want to save it. (you do not need to use convin if you use paintshop pro). with paintshop pro just open the dds file then save it as a dds file. then go back to hmt and select your level again. next select the bitmaps then go down to vehicles and select your vehicle\bitmap. on the right select inject texture and navigate to your new dds file and hit open. save it on the top middle where it says save in the upper right box. then open halo and enjoy!

if you need any more information like me to be more specific or where to get the tools tell me
