Is it possible to use radiosity through tool?

Finish a new model/mesh? Got something you're working on? Finish a new map? Here's the place to post it for feedback and whatnot.

supposedly....

tool lightmaps leveldirectory\level then something like bsp index, quality, stopping point...

just type tool and hit enter to see a list of commands

but back to running radiosity, ive never gotten it to work thru tool. it works for a sec, says done, yet nothing has happened...

Yes. You just use the following:

tool lightmaps <scenario> <bsp index> <quality> <stop threshhold>

For example, if your map was called 'box' and you just wanted to run a basic Radiosity, you would type:

tool lightmaps levels\test\box\box box 0 0.1

If you wanted to run a final, best quality Radiosity for your map you would type:

tool lightmaps levels\test\box\box box 1 0.000001
