Looks like all it is is a picture of Kerrigan with the Starcraft 2 logo placed on top and with its opacity lowered.

i did some bumpmapping to the face, and to the text, there are actually multiple faces, some with different effects on them each with a different transparency level.

Well such changes are virtually invisible. There's also a hard texture tiling line in the top right of the head.
