Just starting out.... What would i need?

I'm just starting to get into halo moding and i would like to know what i would need to do so and if there a site to help me get started or anything.

go to files.halomods.com
go to utilities
download
hmt 3.5 or 3
sparkedit 3.02 (ithink thats the version)
for hmt 3.5 or 3 you need to download the .net framework, just search on google for it.
