How would I move the entire wheel, including the circle thing around the blades?

Open your map in entity's bsp viewer, locate the object in the little list. Then move it around. Then click save.

Is the arch not attatched to the BSP?

When I view the BSP, the circle around the wheel is already up when nothing is checked. Is there a way to move that, or is it built into the map?

It is built in the BSP.
