is there any cheap program that has plastic wrap filter or something like it? i would really like to use it
photoshop cost too much >.<

Get the trial version of Photoshop.

listen my gimp, i now have the plastic wrap filter for it! the photoshop plugin for it ill release a tutorial soon

very true i belive paintdotnet is free has the dds plugin avalable and has many peatures photoshop has but is restricting in a few things such as hue and sat change.
