How to add rain and water???

Hey modder dudes! i saw a map that doesnt have rain and water in it normally and i would like to know how plz i have a crapload of apps and i know how and where to get the ones that i dont....Please send links or your own explanation on how to Add rain and water to a map ( i know how to change the water level.....In halo 2 OF course!!!
