HaloMods "Classic" Read-only Archive

I'm sorry i did a search (maybe I didn't word it correctly) but found nothing, but is there a mod/program or something that will allow you to change the color of your profile to any color you want?
I swear I've seen it before but I can't find it now.A link or DL would be great.
