Tool isnt working!

for some reason when i open tool and i build-cache-file it makes the file but when i go to play it nothing is on the map. im just trying to add some stuff to blood gulch like AI. Oh and how do i import a vehicle? i tried to import the spectre for blood gulch but it doent work
