no, it isnt illiagal.
the reasons are:
paulus only gave it too the people he trusts, if he gave it too everyone then, people will use it for the wrong reasons.
like cheating, useing the debug camera too see were everyone is.
then halo CE is ruined.

Don't give out leaked programs Xe. They are meant for only a few select people. If you actually payed attention to what the program was telling you.
