i think it was a cover for an xbox magzine
ive seen better i mean its just the MCs head and thats not that awesome
also more ppl just like the guns and explosions not the helmet of the MC or something funny like this
edit: i just noticed that in the reflection of the visor there is a pic of an elite holding a flag I think its the other picture with the warthog about to crush the running elite. and i realized it is from the oct 2004 magzine all the person did was cut out the visor and place a reflection of another pic.
and thats my opinion.

Yeah, that's altered, the original was much cooler, if I remember correctly it had explosions and Banshees flying towards him.
