What is the RSA encrypting?

In a CON file, at offset 0x01AC, there is 128-bytes of RSA-encrypted data.
What i want to know is, what is it encrypting?

This has nothing to do with Halo 3 modding, or Halo 3 at all.

It does if you want to be able to mod Halo 3 usermaps
So does anyone know?
Or is everyone just gonna reply about how it's not directly linked to this topic?

Maybe you should have specified? Anyways, not many people know so I wouldn't expect a answer on these forums. You should ask at a more Xbox 360 hacking based forum, such as
XboxHacker.
