strange coz for me the drivers came with the app.

The drivers are not contained in the program .exe.

Perhaps its just a general problem; not related to the general hard drive? Like, maybe your vista is missing the Drivers? (you probably already knew that)
Anyway, I found this:

[i]First, go to the start menu, right click My Computer and select properties, click the hardware tab, and then select Device Manager. Scroll down to 'Other devices' and click on the + symbol to expand it.
Right click on 'Memory Unit' and select 'Update Driver.' If asked whether you want to connect to Windows Update select 'No, not this time' and then select 'Next'. It will then ask you to 'Install from a list or specific location (Advanced).' Choose this.
After that is done, select 'Don't search, I will choose the driver to install.' This should launch the hardware update wizard. Scroll down to 'Universal Serial Bus Controllers' which appears near the bottom of the list.
On the next screen make sure that 'USB Mass Storage Device' is highlighted and select 'Next'. If an 'Update Driver Warning' appears select 'Yes.'
Windows will now install the driver. Once this is complete the new hardware wizard will appear again. Click cancel when this occurs. If you now scroll back up to 'Other devices' you will notice that 'Memory Unit' has been removed and 'MSFT Memory Unit USB Device' has appeared in it's place.
Now, right click on 'MSFT Memory Unit USB Device.' If asked whether you want to use Windows Update again select 'No, not this time,' and then on the next screen select 'Install from a list or specific location (Advanced).
After clicking 'Next' select 'Don't search. I will choose the driver to install.' You should now be back at the 'Hardware Update Wizard'. Near the top of the list should be the hardware type 'Disk drives', select this option and click 'Next.'
Check that 'Standard Disk Drives' is highlighted under manufacturer and 'Disc Drive' under model and then click 'Next.' If you get the 'Update Driver Warning' select 'Yes.'
You can then click finish and close 'Device Manager.' Your memory card reader is now installed.[/i]
You might have to adapt that to vista, as I no longer have vista.

Also, try again; running it as administrator; like on Xplorer Just right click, and run as admin.
If this dosen't work try right-clicking the xplorer360 icon on your desktop and under the "general" tab go to advance and check the box that says run as administrator and problem solved .

I have already said that the drivers are the problem, It is using a different driver then the one on my XP, which I cannot find for vista.

every time i hear someone ask about devkits they get told not to buy one unless they know what they can do well were would i go to find out what they can do?

It's been explained a lot, many times.
For Halo 3 modding, they allow you to run unsigned code.
What this means is that you modify the executable for the game, the 360 equivalent of Halo 3.exe, which is a .xex file for the 360.
Modifying this file to not check for a maps signature allows people to run maps without resigning them. Resigning a map is currently, and likely always will be, impossible due to the security methods used.
The xex can also not be resigned with a signature that will run on a retail console, meaning you need a developer console to run the modified xex file.
