What about creating a live container, that is unique,to launch the beta as if it was an arcade game or a demo and then create a resigner that only resign this unique live container? this resign tool could check the container then contact a server that generates the signature so the resigning tool is not public, maybe...

You'd have to resign the maps and the Live container, or run the game outside of the container, which would then require unsigned code, and if you can run unsigned code, you don't need to resign maps either. That is what we are talking about.
