No, because they would be completely retarded. Bungie isn't going to give everybody Recon anytime in the future as I see it.

Haha.
First, why do people give a shit over a piece of armor.

Second, it's the one thing that Bungie has that no one else does (except flamming helmets and a 10% health bonus) and they can use it to reward people who do cool stuff.

If they just give it away all willy nilly then it doesn't mean anything. Doubtful at best.

Exactly.

People, getting 7 billion kills was a fan challenge, Bungie just supports it because they think it's awesome. Stop expecting rewards for doing something.
