I am pretty sure it's pulling from Bungie, which is instant.. It's Bungie thats behind with the servers. (Just a guess though.)

O_O The guy on the top of the ranked list scares me...
I'm #12 on the list for campaign kills (w00t), mostly because I'm the demo man for all of my friends that don't have 360s. So I've played the campaign like a billion plus two times =\
