Interesting...
So, its purpose is to facilitate the requirements of the Array.
That would mean the obvious questions are "what is the Array?" and "what does it require?" and more importantly "how will participating in this viral advertising campaign benefit me as a future player of Halo 3?"

The range of time is from 99520.95 years ago to 99521.04 years ago. However, it doesn't state if that time is now, or in the Halo universe. It doesn't specify if it considers "today" to be in 2007, or 2552 (Or otherwise).

99,455 years (give or take 16 days) according to the Google calculator.
It comes out exact, and Google accounts for exact number of days in a year, even further than how I was going, and I was some how off by a 2 years plus the other various errors.
Here are some actual times for you:
If this length of time is meant for the year 2552, then it would be 96 992 BC. If it's meant for now, it's 97 537 BC

Mathematically speaking, it's a 2- or 3- (or even more-) dimensional set of values. A matrix is an example of an array.
