It's not all that hard to understand the essence of the Halo storyline line.
99,455 years ago the Forerunners decided they had to activate the Halos. But, the humans had to live. Earth had to survive (and possibly, just speculating here, but possibly other planets as well), so they built the Ark. The Ark to protect the species of Earth from the Flood. Then they activated the Halos.
Speculations can go from there. Were the Forerunners in the Ark? How does the Ark work? Where did the Flood originate? That's what we can speculate. But the Ark being built to protect Earth is painfully obvious.

Onyx was built to protect the reclaimer(s). They would take the reclaimer(s) to Onyx if they needed protected. The Ark provides no such protection, [as far as we know from the story provided. On the other hand, we know exactly what Onyx's purpose was, and it was the Shield World, designed to protect the reclaimer(s)].

There's no current information that states Earth is exempt from the Halos destruction of living creatures. What happens when the Flood get to Earth? Then you're fucked and can't do anything about it? I think not. The Forerunners would not allow for such a gross oversight in the plan. If Earth species lived, they could leave and repopulate elsewhere, and the Flood could follow them. It would be a generally bad idea.

yes the forruners did create the flood, it was in the books.
they created them to fight the covenant but they turned on them so they built the halos to make sure they can't attack anyone else.

The books do not state that the Forerunners created the Flood. In fact, they basically say the Forerunners discovered the Flood and contained them to study.
