What do you think punkbuster is? Anti-Cheat Software. Its just the way the have it (And Any other Anti-Cheat) is that it can be spoofed/disabled/bypassed with little effort because the server relies on the client which is never a good thing. Simple stuff that must be local (Look Vectors etc) can always be modified. As for punkbuster not letting you use fraps, and other game software I have never had that problem.
