Several people have tried it and reported little to no difference.
The framerate issue apparently caused by the coding of the game not by the coding of windows vista.

tbh for me it works a lot better mainly because my processor can now handle it on windows 7 due to the whole OS generally being a lot less power hungry. Ive noticed less freezes and overall faster gameplay.
