ok....

1) make a game mode with all rockets, vehicles, infinate nades, and 400 health

2) drive a hog up to something like a base or a tree, cliff, w/e

3) get in the side seat, look down as far as u can, then thro a plasma, frag, then shoot a rocket.....and it sends u flying REAL high up

and if u want to get even higher:

1) mod the shotgun to shoot rockets or tank rounds

2) pick up the overshield and while its charging shoot the ground beneath u

For getting out of the boundry of BG, is this for PC or Xbox?

PC....and getting out of BG on PC takes some time...or at least for me.

It is not that hard, just practice
