the only way you can do that is modding.
Use SE3.02 and put a telle that goes up there

theres another way: go into sparkedit and put the vehicle spawn points up on a part where its level, and make it so u have rockets and lots of health. then go on this one rock and shoot the ground and jump at the same time then hit "e" a ton and ull get in one of the vehicles

Take a Hog into the tunnel that exits above the ground close to the blue base. Park the Hog facing outward just inside the tunnel. Toss a plasma grenade under the front of the Hog and jump up on top of the front part of the Hog. I found it easier to do if you
