Looks like an edited pic to me, I mean, I'm not sure but if you look closely at the vehicles it looks like they were placed there with Paint or something like that. It also looks like the graphics of the pic aren't that good (sorry) so I can't really tell.

it is real and i used dev trainer to get them up there (which isn't really a mod)
