have you created bitmaps of your textures?

if not run this in tool

tool bitmaps levels\yourmap\bitmaps

after that create shaders for your textures using gureilla.. view some of the shaders from the original maps to get the clear picture on what to edit

looks great man! center bases look good :) one thing Id say looks slightly strange is the water.. I know it would be different but have you tried having water without a fog plane and just texture the ground beneath the water slightly blue.. sounds dodgy but I got a great effect with it and the ocean...

I'm pretty sure it's not a portal porblem as portals just get instructed weather to show or hide the polygones in the area inside of them.. Try bigger openings even tho 50x50 is probably sufficient. Have you tried spawnin on the other levels and trying the ladder? could narrow down your problem.. se...
