Even easier!

Left stick + Right stick + D-pad right = coordinates off
Left stick + Right stick + D-pad left = switch between normal and pan cam

No need to hold anything; it toggles right away. It only seems to be instant if you do the LB + RB + LS + A + UP (hold 3 seconds) thing first, though.
