Because real miniguns are illegal, and since this one is a functional minigun and is still deadly, why not have a WORKING minigun replica and that still do some big damage.

Yes it is illegal to run around in public with a replica gun. As it looks like a real firearm, especially the Beretta M9's, Desert Eagles, etc. A cop has the right to shoot you if he believes you are a threat to public.
