Just click on the Gimpshop for Windows link and that starts a download. the other stuff is the source and crap (yes crap)

The GIMP is great for skinning! I used it for about a year before switching to Photoshop and it has a whole bunch of features that PS has. I reccommend dling GIMPshop instead for a more clean feel
