HaloMods "Classic" Read-only Archive

It's about 9 megs in total, but I want it to be around 4 or 5 minutes for easy distribution and uploading.

Runtime is roughly 4 minutes, if that helps.

What's a good program for the compression of video files to less than 5 megs?

I'm having trouble getting past the size limit of the upload bin..
