Creating Bitmap Tags with Tool

I am having a problem creating a tag for my bitmap in tool.exe. Here is the error I recieve after typing the command in: Can anyone help?Image

the size of the bitmap has to be a power of two, like 512 at 1024. There are lots of different combinations
